Sacramento, California — Installing solar panels on California rooftops may soon become less profitable.

The state implemented the "Net Energy Metering" program in 1995, which allows solar customers to sell excess energy back to the power company at retail prices, thereby greatly reducing their energy bills.

However, industry organizations and some consumer advocates believe that the rebate is too high and unfairly pushes up energy prices for other customers.

The California Public Utilities Commission plans to announce the proposed reforms to reduce incentives later today and will pass the public review process later. California has an estimated 1.3 million residential solar installations. The state has also increased the supply of solar panels in the construction of new homes.

At the time of the reform, companies such as PG&E expressed the need to increase revenue for upgrades and wildfire-related improvements.
